I performed the re-installation via Microsoft's page on creating installation media. It's basically a lag, but the screen seems to flicker after the lag. During gameplay the game would flicker to black and back to normal again. I'm having problems with programmes hanging, running slowly, the screen apparently updating in a flickery manner as if it were a machine from many generations ago. I updated drivers (I've got 560ti) and the flickering is still there and it even giving me CTD's. After a bunch of trial and error for pretty much every other option (including v-sync) nothing would fix it. It seems to only happen in towns/interior cells. (with the exception of a couple of mods I have that add cities that are part of the world space/have no loading entry
